How do I repair a water-damaged baseboard?
Baseboard is a particle board straight board no frills. Water damage and is crumbling and actually bubbling at the bottom of the board. Best way to fix? Cant replace.

Save your pennies and replace it. Particle board is what it says - particles pressed together in a holding agent. When it gets wet it will expand and crumble, as yours did. Sanding will not work - it will still crumble. Try to find an inexpensive option to what you have. Maybe just a quarter round would work.

Since it's particle board, sanding probably isn't much of an option, but it may be something to try. Unfortunately you may need to replace.
Maybe you could make it as smooth as possible then fill all the places it isn't level with wood filler. Finish it as smooth as possible. Let it dry then sand it to be level. Paint one layer. Check it for smoothness and sand areas that aren't smooth. Repaint. Repeat til smooth as you want. Apply several coats for protection. If this is sitting on the floor, you might want to fill the gap between it and floor all the way along it with calk that will dry clear. Apply and smooth w/ wet finger. Let it dry.
