I'm not sure what you mean. If you're talking about insulation, only exterior walls need insulation and putting the proper amount in both the walls and attic is important. Keep in mind that you lose most of your heat through the roof. So you may want to start there. You'll lose some heat around your doors and windows, too. If you're planning to replace trim, you can stuff bat insulation around the doors and windows. Don't use foam insulation because some window warranties are voided by it. There are also insulation pads for around electric outlets and switches for your outside walls. There are a lot of different ones, these are just examples.

There really isn't a paint that will give you any insulating factor. And I doubt the panels will give you much either. You can have insulation blown in, but that will take some work.
There is an insulation that can be sprayed in. A company has to do it for you, but they will make a hole, blow it in, then plug the hole again for you from the outside. Also needed in the attic and under the floor if you can manage.
I too felt I needed extra insulation in my walls, but changed direction after talking with a professional . I had foam insulation sprayed in my attic on the underside of the roof and also the eaves. This basically cut off the escape route for the heat leaving my home. Needless to say this can be more costly than the walls being insulated, but the concept made sense to me. I am very pleased with the comfort level of my home and my heating bills have decreased by 20%.
