I like to turn the soil over and chop it up with a digging shovel.
Then take a hoe to it to break it down smaller.
From there you can make rows for planting beans; top of hill poke a broomstick about 3-4 inches deep and drop in three seeds. Go a foot and plant 3 more and so on.
Tomatoes and peppers go in after the danger of hard frost is past. The plants go at the top of a mound so they get good drainage. Just as the bean plants will be when they sprout and take off. You don’t want them sitting in a puddle.
Till in some peat moss to lighten the soil. Compost to fortify the soil with nutrients.
The first step should be to have your soil tested so you will know what nutrients are needed for optimal growth. Contact your local Agricultural Extension office.
Clear your space. If you have unwanted plants, they must be pulled or killed in some way that will allow you to plant in that same space. So, break up the dirt, pull out the weeds and add something to the soil to lighten it, unless you have optimum soil. Peat works, garden soil, even some sand. Then tortilla or how and take until your bed is weed free and level. It's a big, difficult job, but there are no shortcuts, outside of hiring a landscaping company. Not a bad idea....
