Yes, they can! I use spray paint that is labeled for plastic.
Yes they can! Buy spray paint for plastic and I always use a primer spray paint first and let that dry/cure for about 48 hours when I paint plastic, I have things that have lasted years using this method.
Even if the paint says it is a paint and primer in one I use a primer first, but if you didn’t want to I would do a coat wait at least 36/48 hours before applying another coat. If you will be putting it outside after it’s dry I would wait until the next day. The longer you give paint to cure the better your project will turn out.

I do it quite often. Clean well, scuff with fine steel wool and wipe with denatured alcohol. Spray paint with a paint formulated for plastic.
