Hi Jan, you can use those non-slip or grip pads designed to keep rugs in place. Cut a strip for each corner and one or two for the middle and the skirt should stay put.
When I change out my dust ruffles (bed skirt) I put a small safety pin in the 4 corners of the dust ruffle. You can attach them to the fabric on the box springs.

What about velcro?
Hey there Jan. As a couple others above mentioned, I've used the adhesive backed Velcro. Attach one to your box springs and the other to the underside of your dust ruffle. Hope that helps.
Used a staple gun and stapled the dust ruffle to the box springs.
