If it is not peeling too badly you can always pull away what is necessary and reglue. Also consider if it is in the middle of a wall you can use a REALLY sharp blade and cut in the middle of the "bubble" glue and push back into place. If you cut carefully you will be the only one that knows.
I would use a spray glue that you can buy at a craft store...sprays on evenly and lasts forever.
Wall paper paste is very inexpensive. You can apply with a small brush forcing the glue under the lifted area and press back down.
You could peel it back a bit and add some more glue underneath it and then press it down firmly.
