I assume you mean a dish drainer. Rinse the dishes better, and dry the drainer before you put it away.

Clean it with white vinegar to remove the build up. It could also be from your water rather than soap.
Put it in the dishwasher.
When mine gets grungy, I put it in the dishwasher, it cleans it up very well.
