you can but that would be really rough on your feet if you ever wanted to enjoy it barefoot unless you crushed them so much they were more powder like(would you still see them at all) or put the shells down then put clear resin/epoxy over it enuf to cover any rough particles,they do make oyster shell concrete it's a form of aggregate but it's finished it so it is smooth enuf to walk on. https://www.youtube.com/watch?v=V2UU90W4M_k
The shells would get lost in the paint. Most aggregate/particles are sprinkled on the surface of the wet paint. Crushed shells would give a rough surface to walk on with or without shoes. Most particles are flat.

I think I know the look that you're going for, but paint is not the medium you would want to put the shells in. You would want to use something like a concrete mixture so that the shells aren't so fragile. Otherwise, they will break and can be sharp.
