I saw a project on using old license plates for an outdoor windmill but can't find it again. Any ideas where I can get the instructions?

I saw this one which is a wind flower, but I haven't seen a windmill. You could probably use this DIY as a guide and leaving the plates rectangular instead of pinching them into flower shapes. https://www.hometalk.com/diy/outdoor/garden/license-plate-garden-flower-37087393
