The newer water saver toilets have a feature that you hold down the handle to release more water from the tank. The regular flush is what you get if you don't hold it down and it saves water. I didn't know our toilet had this feature.

Have to tell you I am not a big fan of low flush toilets, you can push the handle down and the wastes are not removed, in other words using less water to do a function that does not happen, end result is double the amount of water! Go figure!
I do not have the low flush feature and I have the same problem. The flush does not remove the waste and holding down the handle does nothing as no more water flows it just stops. If anyone has a solution to this I would GREATLY appreciate it.
