You could install an awning. Install a storm door. How about weather stripping around the door on the outside and a door sweep on the bottom to stop air and rain from passing on sides and bottom.

Does the rain only come in when its windy or does it come in when its calm?If it is coming in with a driving wind and depending what you get in normal storms, I would rather install a storm door. Do you have eavestrough above the door or are you getting all the roof water coming over the door? I hesitate to recommend a canopy because they are a hazord in wind storms. I dont know what kind of weather is normal for you. Do you have a flashing above your door frame? If you can answer some of my questions, I may be able to help you without too much expense.
