How to repair a concrete statue?

I have a concrete dog over what looks like a rebar form. It has been disintegrating for years and I'd like to repair it for senimental keepsake. The head and body are in good shape, it's the legs and feet that are in serious need of repair.

I would try making a small batch of concrete (mix it in a cheap plastic bin from the dollar store) and applying it in small layers with a cheap artist's paint brush (so you can add in the details). Let each layer dry between coats. Then sand with a fine sandpaper and paint.

If the rebar is rusting, then it’s going to continue to tear apart the concrete from the inside out. Sorry to tell you this.
As rust continues to form, it expands. Concrete is porous and expanding rust makes cracks, which rust even more.
The rust can be stabilized where it is exposed. Automotive parts stores sell a rust converter spray.
Without a a picture, I’m not sure what to tell you about the legs.
I'd use auto body filler. It can be molded and sanded to the desired shape. You would have to paint the entire statue when finished.
