I have a broken cement statue. What glue would I use to fix it?

The head broke off when it tipped over. I live in zone 5. It is an outside statue.
Touch up the paint and then seal with some spray poly.
Use a stiff scrub brush to loosen and remove all the chipped paint. Concrete is porous and should not be painted with "full strength" paint. Use acrylic paint mixed with water to make it like food coloring. Water down the entire statue to soak the concrete. While wet, use your watered down paint to prime the concrete. You are not going for full coverage here, you merely want the water/paint to soak into the concrete at this point.
Once all the concrete is primed, allow to fully dry. Paint the top coat again with acrylic paints. You can add detailing using a dry brush method, etc. and seal the project with 2-3 coats poly. Use marine poly for the best color protection.

Spray poly is not rated for outdoor use. Repaint to touch up then coat with Marine Varnish.
This is something usually professionals do with a airbrush painter. If you don't feel you are up to the task of repainting yourself, check with your local florist if they have someone that picks up and paints lawn ornaments
I redo alot of cement pieces. You can go to a store that sells craft paint and get the one that is called patio paint. It is waterproof and lasts for years. I use in inside of bird baths. Doesn't come in alot of colors through. Make sure the cement is clean and dry before painting. Cheap and easy fix. I usually buy it at Micheals. I live in Mich. and have repainted cement pieces for years. Is just your small bottles of craft paint like Apple Barrel etc. Just look for the brand that says outdoor patio paint.
I don't bother to scrape my shaft is because that will make them fall apart faster faster... I wash them off and then I spray paint them white right from the can. If I want to make them more colors than white then I take regular paint that you get in the Walmart in the little bottles or a bigger bottle and make different colors on them and different there is like green and red and blue and whatever especially for flowers and such on the statue.I don't know what to use as a sealer coat but it works for maybe a couple years and it starts to feel again or eventually the statue starts to deteriorate.

I never use paint on cement. I use concrete (opaque) stain. It soaks in, can be washed and doesn't lose it's color. I don't know if you can use this if it has already been sealed with paint.
