It depends on the ink that is used in the printing process. One thing that can help is to spray them with a clear sealer before you do anything. Just check to make sure the sealer is waterproof. Wishing you the best.
Have you tried waterproof Mod Podge?
You need to use laser printer to print the photos. They will not smudge when you use a coat of clear acrylic varnish. If you don`t have access to a laser printer, you can print them on your inkjet printer, let them dry at least overnight and spray with a spray varnish (or even hair spray) 2-3 times (leaving each layer to completely dry) and then seal with a acrylic varnish. They will be clear and very durable.
