The paint peels off if you paint it.Which is least expensive & look the best-- 1/4 inch plaster board and pay someone to mud and refinish it & paint or bead board and false beams?

You can totally paint it. I had fixed my bathroom ceiling with white gel flow glidden paint from home depot. It was a mess from leaky roof. I scraped it and then put a plaster on it sand it. paint it. It's the most easy fix. Leave your exhaust fan on for a few days if you have one. Otherwise if you want it to look pretty then Fox Beam is the way to go.

How long has it been? is the drywall moist and wet? Are there just water stains? If there are only water stains, no physical damage, and dry paint should not peel off. Prime with Kilz primer and then you can paint. If there is damage and not just stains or it got wet then it would have to be removed down to the rafters and new drywall hung. There is always the chance of mold growing on the backside of the drywall, insulation, and rafters.

If your drywall is dry. Spray the ceiling spots with Lacquer. Let it dry completely for a day or two. Then paint with a good bonding primer and a good latex paint. The lacquer will seal the spot
