I used a foam brush, thin coats and don't go over the area numerous times. Wait the noted dry time between coats on the container and put multiple thin coats on for more durability. I did my outside back stairs in about three coats since it is exposed to rain, hail, sleet, snow, sun, everything including four dogs who go in and out the dog door constantly. It still looks great!
You should use a paint brush special for varathane products or a sponge applicator rather than the rag. It is the rag that is causing the problem for you. You should apply at least 2-3 coats in order for the finish to stand up to the wear.
I have had great results with minwax wipe on poly and a cut up old t-shirt.
Thank you very much everyone.. I think i will try the WIPE on Poly, as i have tried foam brush, natural Bristol brush, rag.
Yes also sanding lightly between coats helps
