How do I paint flowers on my outside cinder block shelf?

Should I use oil or acrylic paint on outdoor cinder blocks. Want this to be easy without a primer or seal coat. Thanks!!

Exterior latex can work, but will peel eventually due to the moisture held in the cinder blocks.
You can use both. Cinder block is porous so a lot of the paint will absorb and bond. Acrylic paint is easier to work with.
