Try your local Habitat for Humanity Restore. Mine frequently has brand new vanities at very good prices.
Consider repurposing an old dresser into a vanity for a interesting focal point. Tutorials online for inserting the plumbing.
Habitat stores vary greatly in what they have and prices they are charging for used items. In Phoenix you wouldn't be saving any money making long drives in the heat just to see what they 'might' have, it's really hit or miss.
Do you have a vehicle to transport the vanity, or would you have to pay for delivery?
Have you checked on Craigslist yet? That's also hit or miss, and once again, it might be a long drive. As it is free to post an ad on Craigslist though, you may consider posting an ad under "Items Wanted". You never know; someone may just have a vanity in the size that you are looking for.
Did you know that Walmart.com sells vanities in various sizes and at various prices. You might want to check it out, just to compare.
