It sounds like you want to use these as a container to keep plants in. Drilling holes will probably be necessary. So...drill the holes and put a layer of stones in the bottom to keep the dirt from coming out.
PUT PVC WHERE YOU CUT THE HOLES AND USE PVC GLUE TO HOLD THEM IN PLACE AND IF YOU WANT TO COVER THEM MEASURE THE DIAMETER AND PUT A RUBBER STOPPER OVER THEM .ONLY IF YOU WERE GOING PLANT SOMETHING INSIDE BUT PUT THE STOPPER AT THE BOTTOM AND THEN IT WILL BE EASIER TO DRAIN.
Hi Beverly, what a great idea for a planter! Drill the holes for draining and put screen over the holes to keep out pests, you can add styrofoam/or other safe filler to fill if you want to use less soil

If you don't want to drill into your copper containers, you could put smaller pots that have drainage holes in the copper pots. You could place a layer of stones in the bottom of the copper pots, and place the other pots on top of the stones in the copper pots.
