What kind of cups? Ceramic, styrofoam, paper?.
If you want permanent on ceramic - you could use Sharpie permanent markers to draw on. When tired just use some acetone to wash off the design.

Nothing will stick permanently to a glazed ceramic cup. Sharpies will last awhile.
