Using thread the same color as the blouse, very neatly sew an "x" stitch (like you were sewing on a button with 4 holes) over the tear. Or make your stitches in a pinwheel (like "*")
You could find a decorative button or an applique and sew it over the hole. You don't mention where the hole is or how big. I'm hoping it's small!
