Hi Bonnie, I spray it with warm water, let it sit for a few minutes and then use a scraper. Repeat until it is all off.
If you have an iron, you can use the steam setting to help you remove wallpaper. See this tutorial: https://justagirlandherblog.com/remove-wallpaper/
Be aware that you can ruin the area where the border is attached to the wall or wallpaper. I know I did that and had to re-paper.
I am remodeling so not too concerned as long as I can get the glue off should be fine.
