This is going to be tough.
You’ll need an epoxy glue, exterior rated. It will set up in 5 minutes, so dry fit the pieces first and have rags ready.
When you write, hand painted, then you’re going to have to repair the paint job. What was it painted with? You know that you’ll have to use an exterior grade paint- but is it oil based enamel or latex?
Before this, you’ll need to fill any cracks & missing pieces with clear paintable exterior grade caulk.

Cheryl's got it. Two part epoxy to repair. Terracotta is porous. Any other glue won't work. Just soak in. Probably hand painted with glaze and fired. Enamel ceramic craft paints would work.
