baking soda and vinegar. Make a mixture and spray all of the tough area, maybe there’s some crud keeping it in place this will help dissolve it if there is any.
If it’s older than 10 years, replace it. Kitchen faucets get more use than any other in the entire house.

Carolyn: try soaking a cloth in LIme Away ...maybe that will "melt" the calcium deposits lose. Otherwise: it's new faucet time.
If its a standard nut (maybe 9/16") then a deep socket on a ratchet (with extensions) may be enough to get it off. You could spray a little WD40 on it the loosen the rust prior to putting a wrench to it. The other tool to try is a basin wrench. They will extend down so you can get better leverage
