I just found a blade sharpening tool by Fiskars ($6 at Home Depot), sold next to the pruners and loppers in the gardening tools department. Otherwise, you might find a knife-sharpening service in your area, but they are becoming increasingly difficult to find nowadays. Perhaps at a store that sharpens lawnmower blades?
(There used to be an old gentleman who came to our neighborhood a few times a year and parked his truck, and everyone ran out with their knives and scissors to have them sharpened!)
