How can I fix a flickering florescent light?

I have a florecent panel light in my dressing room, it sometimes just flickers and other times works very well, what's the problem?

The ballast needs replacing or the temperature is too cold.
Find the ballast and take it out, after turning off the circuit breaker.
You could try replacing the lamp first (that’s the technical term for lightbulb).
A new light fixture may be cheaper than a ballast!
