Hello. We remove rotten boards and replace them on our boat dock on an as needed basis. We used an impact screwdriver with decking screws. They self countersink quickly and smoothly.

No need. Deck screws are self threading.
I used to use a nail to start a hole for screws but not I have a ryobi compact drill to drive screws in much easier.
Drill holes so wood doesn’t split if you drill holes to big put a golf tee in the hole and then add screw and screw in it will tighten
