How do you hang curtains without them touching the heat baseboards?

Without seeing what the heat baseboard looks like I am going to take a guess. You don;t want the curtains to cover them as this will block heat as well. I would think if they are the kind of heater that sticks out from the wall that it would be OK if the curtains brushes against the top slightly. Wish you would have posted a photo of the window and baseboard area---easier to solve
if the curtains hang over the baseboards the heat will just rise up under the curtains and go into window areas not go out into the room;& will not be very efficient trying to heat your house lots of energy loss. Curtains touching the top of heaters well....turn them on & see how hot they get then decide if it's going to create a fire hazard also what are curtains made of some materials are highly flammable like sheers
Try not to block heaters. The curtains will block the heat. If they are electric defintely don't block them. Can be a fire hazard.
I live in the norteast, along the ocean and I have baseboard heat also, My curtains cover most of them but they aren't heavy curtains and I really haven't had a problem. But you could always hem them a couple inches above the baseboards.
