How about second hand shops for a bookcase or two that you can paint? Add baskets for a neater appearance.
Depending on your decor, you could do wire storage rack or some floating shelves. I know another family member uses plastic hobby storage tubs.

How about using (2) 31.5" wide bookcases, face to face, as far apart as you want your closet to be. ( Your closet needs to be a minimum of 24" deep.) You'd have to reinforce the bookcase backs to support the clothes hanger pole(s). Bonus: you could also use the inside bookcase shelves to store loose items in bins or whatever. If you want an "enclosed" rather than "open" storage you could face it with curtains.
You could use wood trim to maximize the furniture appeal. Remember: the longer the clothes hanger pole, the more supports you may need to handle the weight of you clothes.
In addition, a 31.5" deep bookcase would also give you storage space for shoes, boots, etc. in front of your clothes. Doing a double hanger pole system would add even more hanger storage space. Or use it like a standard closet by putting in an upper shelf to store smaller bins, etc.
I was thinking of doing this in my living room in lieu of building a coat closet.
