Technically yes, but the bond isn’t strong due to the slick nature of the foil. The molecules are too close together, thus a slick surface that will result in adhesion issues. Much like painting glass, it will stick for a while until it is cleaned or rubbed firmly or in the case of foil, moved in such a way that the surface is twisted or crinkled. That will result in cracking, peeling, or just complete failure of the bond. Chemically etching the surface prior to painting would help, an adhesion primer, securing the foil so that it doesn’t move, or simply using a product actually designed to paint metal would be some other alternatives.
If you want to cover an old tin with aluminum foil and then paint it you will have to use a primer on the foil before you can paint it. Aluminum foil doesn't take paint well. To make things even easier you can just prime your old tin with spray primer--white or gray-- and let it dry and then use the spray paint of your color choice over the primer. I would then seal it with a clear spray sealer. Rustoleum makes all three products and can be found at any local home improvement store or at WalMart.
