You would need a base cabinet to set it on, cut holes for the plumbing drain(s), and I would have wall faucets. Get a second wagon and do this:

That is what I was thinking as a means of adapting the wagon for your purpose. You would probably need some kind of a sealer on the actual wagon to prevent rust where the holes are drilled.
This seems like and intriguing and challenging project, the shelf/storage accents enhance even more so.

What about getting a piece of plexiglass to cover the open top of the wagon, then mounting a vessel sink on the plexiglass.
A hole would need to be cut in the plexiglass and directly underneath in the bottom of the wagon, to allow for the drain pipe to extend down.
