Floor or wall? Ceramic or vinyl? For ceramic , there are epoxy kits made for that sold at paint stores and home depot. Your best bet for durability. Painting on tile is like painting on glass , it doesn't have much to stick to. Not really recommended for heavy traffic areas like a kitchen floor or counters. It will be a very temporary fix. Wall would be better. Epoxy is what you need to use.
