One way to change it is to measure the size of each window and create a more modern look is to simply use the same rods and use less fabric. You could actually use the same fabric, just don't bunch it onto the rods as you have now. You might want to start with different fabric and make the valance/curtains less deep so you have a brighter look.

Yes, it is presently considered very dated to have valances in front of blinds.
The more trendier look with no additional coverings on top of the venetians is is lighter (less) and easier to keep clean.
