Here's some info on how to waterproof concrete. (Cement is an ingredient of concrete.) More importantly is what is in the pot. If you leave moist soil in the pot or allow it to collect water and then it freezes, it will expand and crack the pot no matter what you coat it with.

Rustoleum has a new product called Never Wet, its a 2 part spray system. Its good for concrete and I plan to spray my steps before the rainy season. I got mine at the Dollar Tree.

If you can't move the cement pots to maintain an even temperature or prevent water entering & doing damage, the next best thing would be to do as Sharon suggested. Get the product called Never Wet and spray them to keep out the elements.
You might also consider covering them to keep the water off.
Hi Von. I'm Cindy. You will need to seal them with sealer made specifically for concrete. I'm not sure what you have available in the UK. Also wrap them with a tarp and use bungee cords to hold it in place.
