If the carpet has padding underneath it chances are most of the smell is coming from the padding and the flooring underneath the carpet. Cat pee smell is so very difficult to remove. Has the landlord taken a good whiff of the smell. I would talk to the landlord first. Your best bet is to have the carpet professionally cleaned or the carpet needs to be removed. Maybe the carpet in the closet can be replaced with some vinyl flooring. The floor under the carpet could be sealed with poly-that would reduce the smell or remove it all together. You can try vinegar and water or you can try an enzyme cleaner made for pet stains and odors. It will mask the smell for a while but I doubt you get rid of it all together. You will notice it again when it's humid weather. If you have a carpet cleaner you can try cleaning it with that first.
I used to. Manage apartments. The padding needs to be removed and the subfloor sealed with Kilz primer. The carpet MIGHT be able to be cleaned, but you won't know until you can truly see the urine marks on the back side.
Try Natures Miracle pet odor remover. You can buy it from any pet retailer. My dog got sprayed by a skunk and she rubbed it all in my bedroom carpet. This stuff works wonders, and is fairly inexpensive.
