I don't know if there is a best way. Follow your owner's manual. For routine cleaning, I wipe it down with a microfiber cloth.

If you are trying to clean the part where you see water build up from the hard water, I have put white vinegar in a plastic sandwich bag (if there is something to wrap the bag around) and put it around the tip of the dispenser, then take a rubber band and wrap it around it, with the vinegar and let it sit for 12-24 hours. The hard white stuff should just start falling off or have become soft enough to scrub off.
