Hi Joan,
All you have to do is rough up the plastic a bit, then spray paint with a silver paint that will stick to plastic. Look on the label of Krylon and/or Rustoleum. I'd personally use a spray primer too - even though some of the spray paints, now contain primer. It's been my experience that a separate primer works better. I hope this helps you. There is a stainless steel colored spray paint. I'd use that!
As long as it can be used in plastic and vinyl, clean the surface first before painting.
