If you’re talking about a glass topped stove, I would soak it with vinegar and soap on a sponge- so it doesn’t run down under the frame.
Then scrub in a circular motion with a nylon scrubber.
If that doesn’t make any progress, and you have a “light touch” a single edge razor blade at a very flat angle will work. It can cut the glass, so take your time.
Try an sos pad. Doesn't scratch. Or mix baking soda and water to make a paste. That's cheaper too for electric glass tops

How can I clean a cooktop gas stove?
I have a regular gas stove not a glass top and the food is burnt on its all black under the burners was what can I use to try to get more of the burnt on food off of it without running the shine on it. I was in hospital and no one cleaned the stove after each use so now its burnt on tried a lot of stuff and still cant get the shine back
I think steel wool might shine it up a bit. To keep from scratching the surface I would use oven cleaner to get the burned stuff off.
