Hi Lisa. Here is a small cabinet top that I did with paper and Mod Podge. You would use the same process for shelves.

Lisa....You can use one ply napkins, wrapping paper, paper towels. Mod podge first then you can cut or tear flowers or whatever you want on the shelf then mod podge again.
