Although I am not sure but isn't MOdge Podge more expensive than elmers? I would use Elmers to glue fabric to canvas. put glue on canvas, wait a few seconds and then lay fabric over and use a brayer (a credit card would work too) to smooth out the fabric starting in the middle pull down, then turn and do the same thing then the sides.

I would do it exactly how Emily has described but add a bit of water to the Elmer's to thin it out so that it can be applied smoothly. I hope this helps!
