How do I even out plaster walls?
the Paint in my plaster walls cracked and flaked off in a couple of spots. I scraped it off but now have uneven spots. Can I just put regular spackle over it and sand it off? I wasn’t sure that would work on plaster. Thanks!!

Sometimes spackle won't stick to plaster especially if it is dry and flaky. I would use plaster that can be bought in a small container.
You’ll need to figure out why it’s cracking and flaking and address that first.
Yes, you’ll need to sand and clean around where you’re going to apply the spackling.
I don’t think you need to use plaster, at least I didn’t on my 1901 house.
I use joint compound and a large 12: drywall knife to skim coat the wall. Knock off the loose stuff first, if you have a sander run that over the wall to smooth out. YouTube has lots of videos on how to skim coat walls. Once its completely dry, sand smooth, prime and repaint. https://www.youtube.com/watch?v=eCZDDWEHwhA
