Yes they can.... good preparation is the key here. clean well to remove any oil or grease, sand and prime. Rustoleum can be found in quart or gallon cans (as well as spray cans) and can be custom tinted, just get the right "base" Use a 4 inch roller meant for hard surfaces... foam ones will help eliminate lines
Yes, I would recommend RustOleum spray paint. IF there's no rust, you can wipe with denatured alcohol to clean then paint.
Just like painting any cabinets. Lightly sand to remove any shine with 220 grit sandpaper. Prime with Kilz prime. Then paint your color. You don't need to use oil based paint or spray paint.
