you need to pull the stopper up and out, then get the hair and other gunk out...tweezers work well.

I just my $1 drain snake from the Dollar Tree and slide it in the tub drain and yank out the gross hair. I always get a roll of paper towels and plastic bag for the job, and wear rubber gloves.
