How would I paint a bare concrete outdoor water fountain?
I know it would need to be sealed first, but what kind of paint would work for the inside part, with water?

Hi Wendy have you checked into the cement and concrete STAINS? That might hold up longer and better than a paint.
You can use exterior paint, I would go with oil based for durability. You might consider concrete stain. I think it would be longer lasting.
You could also seal it with a marine grade finish which lasts a very long time since no salt gets at it.
