I have New build house and having family moving in while there house being built. Need to make them there own living space. Sleeping\ lounging area that doesn’t seem like basement.

Hang curtains on the walls to hide the concrete block if it isn't finished. You can put them up temporarily. Use some of their furniture so it feels like their space. Add free standing screens or furniture or curtains to make defined spaces.

Hang tapestries from the walls and put down some large area rugs to help things feel cozy.
If you have twin beds you can dress them as day beds with bolster pillows to they serve as couches during the day and beds at night. Inexpensive double duty.
Like the above, I would hang curtains and tapestries to soften the space. Area rugs, cozy blankets and pillows will help too

A few area rugs and some wall dividers can make a big difference. Throw a rug in the basement and they have a room
I think it’s going to depend on what you’ve got in the basement currently to work with. Paint always works wonders. Rugs, curtains, lamps all make things more comfortable.
