Bubbles on painted wall?

The wall was painted before and no trouble . My daughter is 23 and would use a lot of different sprays eg hair spray and tan spray .the paint we used to paint the room was dulex paint it’s is good because I painted my room the same and no problems any suggestions we washed the walls first the same as I did for my room and also washed down with lightly with white spirit to no addition any help would be greatly appreciated thanks

It sounds like there is something on the surface of the wall. We have a product called sugar soap which we use to clean the walls with first. Or an alternative is to use a primer in that area.
How long did you let the paint cure/dry before using a blow dryer/hair dryer close to the wall? I am wondering if the heat may have caused the bubbles in the paint......

No that not the problem she not in the room since it was painted the bubbles starts to come up in about 3 /5 minutes

Sounds like the cleaning didn’t remove everything off the walls well enough. Try sanding and repainting the affected areas.
hmmmm....I am having a hard time thinking that anything your daughter did with hair and body products would have caused that. Is the wall that you are getting bubbling paint an outside wall? Is it on a wall with a window near it? Is there a air handler(from a heat pump) in your attic above her room? Are there any bathroom pipes going through that wall? These are all reasons why there would be water leaking down a wall that would cause bubbling paint. I know because we have had all of these sorts of things happen in our house which resulted in bubbling paint. It is due to moisture in the drywall or ceiling.
Outside walls could have leaks if gutters aren't set up correctly or are damaged or plugged up in some way. Windows can allow leaks to enter through the sills etc. You might not even know that the window has problems until you see something going on around the window. Air handlers(heat pump) in the attic have condensation trays that fill can fill up. Ours was cracked once and we had some leaking and moisture in the drywall. We didn't see it in the ceiling but saw the paint bubbling up and peeling on the wall. And finally, most recently, one of our copper pipes burst in March and there was leaking on the ceiling and down the wall.
You will want to investigate all things related to that wall that you are seeing this. Good luck!
Wash the walls with TSP. Prime with Kilz primer. Then paint.
Try washing with TSP or denatured alcohol to remove the residue.
