Mix a gallon of water with a cup of bleach and a tablespoon of liquid soap. Wash the chairs and let them dry. You can buy spray paint that is 'multi-surface' that can be used on resin chairs.

I pressure wash them. But you need to find something to anchor them in place sort of or you will chasing them all over.
The day after washing I sand them lightly. That is just so the paint has something to hold onto.
Then I just apply many very light layers of spray paint. I allow at least a half an hour in between coats.
When I did mine, I sprayed with the "jet" setting after spraying with a degreaser. Then scuffed with steel wool for the paint to adhere. Wipe down with denatured alcohol. Spray painted with a formula paint for that type of surface.
Yep power wash them and spray paint in a color you like.

I had painted some Adirondack chairs that were vinyl resin and they only lasted a couple years with the plastic friendly primer+ spray paint formulations.
I believe jar formulations might be a better choice. But I would call the various paint manufacturer and get the details for best possible options or find a recommendation here before investing the time and money and having a result you’re not happy with.
