Hi Judy: Here are a couple of sites that show how to do this. However, you can use a piece of wood or 2 as wide as you want your shutter and paint your design on that. Then follow the directions on how to attach the shutter to your home.
This one says sailboats, but you can do what you want :)

If you are building the shutters out of 2 pieces of wood, do this: Make a template of half of the tree. Lay the 2 boards together with the jointing edges lined up and clamp together. Trace your template on top board and cut out the tree shape with a jig saw. When done open the 2 boards and glue them together. You will have a symmetrical tree. I would add straps across the back side of the shutter.

Hi Judy, you could just use this video and use a stencil to make it a tree rather than a sail boat, to make the stencil find a picture on the net and blow it up when you print it out to the size you desire, hope this helps you out
