You will want to get a paint made for concrete. Ask at your local hardware/home improvement store. Decide on your size and design and tape it off on the concrete. Seal it when you're done. Here's a link with more details:

In this post I show you exactly how we painted our patio and what paint from Sherwin Williams to use. It is a specific paint for concrete that will seep into the top slightly. Even though it says concrete stain on the can, It was a type of paint. We picked paint because it was SOOOO easy and I would say easier than painting a bedroom.
Now that you have a great paint to use, you will have to see how to use multiple colors with a stencil.
Any stencils will work too. You can get stencils at craft stores and they will work. If you have a cricut machine you can make your own stencils as well with an adhesive on the back. As for stencil printable patterns, check out this website https://www.all-about-stencils.com/free-stencils.html

I would use a template first on paper of what you want. Then figure how big. Then measure we’re you want it and make a line out lining it on the ground eather draw the picture first like a stencil then color or do everything as you go.I would draw the pic on the ground first so you could see the layout use chalk to make your picture.
Use a stencil or paint stripes using painters tape. Make different color blocks with tape like a checkerboard. Add hand painted tassels on the two ends. Use porch and floor paint. Seal with outdoor poly.

Decide what design you want. Draw it out on the concrete with chalk. When happy, replace the chalk with Sharpie in the colour you want the areas. Then like following a child's colouring book. Colour in the pattern. Start at the farthest point and work back towards your door or escape. Enjoy!
