You could place a plant pot on it or a sculpture. Or, check area thrift stores or Habitat ReStore for a replacement bowl.
Add a gazing ball or affix a flower pot.

Why not measure and purchase a shallow bowl from $Tree or Dollar General to replace the shattered portion of the birdbath? You could glue it onto the base with E-6000. Good Luck!
You can put a gazing ball on it. You will need the putty or something to hold it in.
Put a sun dial on it, or a weather vane.
Make a new top out of a giant mixing bowl. Look at thrift store, for a plastic one. They are super cheap. Add broken tile pieces or broken pottery to the outer part ABOVE where it rests on the stand by turning the bowl over and gluing pieces above where you mark a line where the bowl sits on the stand. Don't go all the way to the bottom of the bowl. Glue all over with e-6000 and use grout to fill in the gaps. One of a kind birdbath.
You could glue with E6000 glue a glass bowl or plate (from dollar store or goodwill) onto the pedestal to make a new bird bath
